Find below the answer of our "Skills Passport" contact
"The best way today to recover reliable data is to contact the certification holders, asking them to transmit the data in accordance with their civil status. To do this, you can ask for the birth certificate, the National Identity Card, the Passport – valid documents. If the holder sends it to you, do not hesitate to advise him to use the State website in order to secure the exchange of official identity papers
https://filigrane.beta.gouv.fr/
Please note that following the deposit of your XML file, we try to identify the holders by using, firstly, the birth name, first name, gender and year of birth. If more than one holder is identified, then we add the data concerning the month and day of birth. Finally, if several holders are still identified, we add the municipality of birth, and any other optional data transmitted. We compare this data with the identity of the individual within the National Credential Management System managed by the CNAV in order to find the holder and thus grant him the State guarantee following the validation of his professional certification.
If you have taken all the necessary steps to bring the identity data of your certified documents into quality and the passages are still not OK after a second deposit of the corrected passages in question, we invite you to keep the XML file(s) of these rejected passages as well as the related acknowledgement(s) and acknowledgements of receipt / and the various actions (emails carried out) for example at with respect to these certified.
A procedure will be put in place by the Caisse des Dépôts et Consignations for these cases of non-reconciliation of the data with the National Identifier Management System (SNGI). This is so that these users can find their certification(s) guaranteed by the State within the Skills Passport. It is therefore essential that certifiers keep track of these non-OK passages.
You should know that the hyphens have been desensitized, for example, whether you rate Jean-Paul or Jean Paul, we will manage to reconcile the data with the SNGI. If you've tested multiple data points and it still doesn't work, we encourage you to keep these cases aside.
Finally, we recommend an error rate of less than 8% after corrective actions (Number of non-OK passes / Number of total passes submitted) - This rate may be reduced depending on the progress of the project."
